If they are not used, they should build special FRP waste storage and storage sites, and establish FRP waste management and disposal accounts. It is strictly forbidden to transport FRP waste by external transportation, incineration or landfill, and it shall be disposed of by a unit with relevant qualifications. Implementation of the FRP waste declaration and registration system, each FRP enterprise must provide the EPA with relevant information on the type, amount, flow, storage and disposal of waste. Units and individuals that collect, store, transport, utilize, and dispose of FRP waste must take measures to prevent proliferation, loss prevention, leakage prevention, or other measures to prevent pollution; do not dump, stack, discard, scatter, or incinerate without authorization. Where the glass fiber reinforced plastic waste is transferred for storage or disposal, it shall be submitted to the Environmental Protection Bureau for application, and may not be transferred without approval.
This method clarifies the responsibilities of the relevant departments. The Development and Reform Bureau is responsible for incorporating the treatment of FRP waste into economic and social development plans and plans, promoting the construction of FRP waste comprehensive utilization projects, and accelerating the treatment of FRP waste. The urban management bureau and the public security traffic management department should strengthen road inspections and find out that there are no formal FRP waste vehicles, and timely notify the environmental protection department to investigate and deal with them according to law. The township governments and development zones are responsible for supervising the waste treatment of FRP production enterprises in the region, and put forward treatment opinions and measures, focusing on the introduction of qualified solid waste treatment enterprises. The Environmental Protection Bureau and the Public Security Bureau carry out joint law enforcement, stop and investigate violations of these Measures in accordance with the law, and crack down on illegal activities of smuggling and burning of FRP waste.
